Also should you staple to the board or Velcro. Thanks for the help

There is no "one way" to do it. It depends on preference, use of ribs, where you want to put the weight bar, and the lift system you are using. Our Roman shade pattern (9329 A) uses a lift system with roller tube and lift bands.
