I have having trouble gathering (pleating) the seams between the jabot and the swag portion. The instruction says to have the gathered area 3". Is this 3" per pleat or is it meant that all the fabric gathered should come to 3"? Also, would you recommend that I start pleating from the return area of from the inner part of the jabot area?

It isn't suppose to pleat. You need to scrunch the fullness up so that the seam area is 3'. You can tie a string around it and pull until it is 3', then use your fingers to randomly place some of the gathers attractively. It is not stacked pleats, it must be casual. If the seam finishes less or more than 3", the droop area and the finished depth will vary.

The seam doesn't really go behind the pole. It goes at the top of the pole. If placement isn't exact, the measurements will hang differently.
