I have a 38" wide basic swag mfay pattern. Can I cut this to a 25" wide swag without compromising the outcome of the pattern? I do swags very rarely. Can you help?

No, it won't work for you. Pleated swags do not alter. Pattern 9330 gives you the basic pleated swags in narrow widths but it is only 18" deep.

If I purchase the 9330 pattern which is only 18" long, could I add two inches to the top of the swag without causing any distortions?

Sorry, no. However, there is a 1 1/2" allowance to use to mount to the top of the board. You could plan to sew a ribbon to the top edge, using only a slight amount for a seam. Mount the swag using the ribbon, the rest of the 1 1/2" would add to your swag depth. Another trick would be to make the swag about 26" wide instead of 25", but install it at 25", that will give you a little more finished depth.
It is actually the width across the bottom of the pattern that creates the swag finished depth, not the depth of the actual pattern.
