Is it me or does anyone find that the empire swag has a lot of bulk at the board line? If so, what could have I done to remove some of the bulk? I finish the treatment, but I find that my dust cap has high and low sections. Thank you

When you have pleats that stack, you can expect to have bulk. Beware of your choice of fabric. There are some things you can do to help reduce the bulk, but it is best to do it during the sewing process. Always trim away the interlining (to slightly below the board line), in the pleat areas (also the horn areas). Do this before pinning in the pleats. It also helps to trim away the lining in the pleat areas. Once the pleats are secured, you can trim away layers of the face fabric underneath. Leave it looking neat on top. You can also build up (stack layers of interlining) the flat area between pleats, to look a little more even.
With that being said, there is nothing wrong with the pleat stack being higher than the flat areas. That is the natural way the valance should look, in my opinion. Of course, if you have a ceiling mount, that may not be a good choice for a treatment with stacked pleats. A Kingston would be a better choice. The Kingston has a very similar look, but no pleat stack up. The pleats come from the seam behind the horn, they do not rest on top of the board.
